    Dr. Urban Pappi

    Chief Executive Officer

    Dr. Urban Pappi, born in Cologne on 23 September 1969, has been Chief Executive Officer of the collecting society for the visual arts (Verwertungsgesellschaft Bild-Kunst) since 1 January 2012.

    He heads the Secretariat in Bonn with a staff of 40 employees. After studying law at the Universities of Passau and Munich (between 1995 and 1997), Urban Pappi completed his post-graduate law training in the Administrative District of Upper Bavaria.

    From 1997 to 1999 he was employed as scientific assistant at the Institute for Copyright & Media Law in Munich. From 2000 to 2011 he worked for GEMA, where in 2006 he took over the position of Director of Broadcasting and New Media and from 2009 onwards was also in charge of licensing activities in the online sector and the management of PAECOL.

    Werner Schaub

    Member of the Executive Board - Professional Group I

    Werner Schaub, born in the Ortenau/Baden in 1945, was a student at Karlsruhe Academy of Art from 1968 to 1973 and studied psychology and pedagogics at Heidelberg University from 1973 to 1978.

    Between 1978 and 2012, Werner Schaub held a variety of teaching positions. Since 1978 he has been organising national and international exhibitions. Schaub was a member of the Administrative Council of VG Bild-Kunst for Professional Group I from 1998 to 2007. Since 2007, he has been a member of the Executive Board of VG Bild-Kunst also for Professional Group I.

    He has been a member of the Advisory Council of Ausgleichsvereinigung Kunst since 2007. In 2003, Werner Schaub was awarded the Order of Merit of the Federal Republic of Germany.

    Frauke Ancker

    Member of the Executive Board - Professional Group II

    Frauke Ancker, born in Bayrischzell on 13 January 1945, is a lawyer. She studied in Cologne and took her Second State Examination in Law in Munich in 1974. From 1975 to 2010, she was managing director of the Bavarian Journalists Association (BJV).

    From 1982 to 2002 she taught media law at the Institute for Communications Science of Munich’s Ludwig-Maximilians-University. For many years, she has also been a lecturer in press and copyright law at the German School of Journalism and the Academy of the Bavarian Press.

    Frauke Ancker represented the BJV on the Executive Board of the Media Council of the State Broadcasting Authority for New Media in Bavaria from 1985 to 2011.

    Since 1977, she has been an honorary member of the Executive Board of VG Bild Kunst for Professional Group II, where she represents the German Association of Journalists.

    Rolf Silber

    Member of the Executive Board - Professional Group III

    Rolf Silber, born in Seligenstadt on 2 August 1953, is a German director and screenplay writer.

    From 1976 to 1980 he studied at the German Film and Television Academy in Berlin (DFFB). Since then, he has written screenplays and made television films, series as well as cinematographic films. He is also the author of three novels. His key areas of work are comedy and crime thrillers.

    His motto is "Film is the process of reporting on reality through the medium of dreams". He lives and works as a freelancer in Frankfurt am Main and is co-owner of U5-Filmproduktion.

    Rolf Silber has been a member of the Executive Board for Professional Group III since 2010.
